Fennell, the U.S. commander of the Combined Joint Civil-Military Operations Task Force, give interviews during a ribbon cutting ceremony in support of Exercise Balikatan 24 at San Agustin (Poro) Elementary School in San Fernando, La Union, Philippines, May 8, 2024. Key speakers, including the governor of La Union, gave remarks and cut a ribbon to commemorate the trilateral construction of a two classroom school building on San Agustin (Poro) Elementary School grounds. BK 24 is an annual exercise between the Armed Forces of the Philippines and the U.S. military designed to strengthen bilateral interoperability, capabilities, trust and cooperation built over decades of shared experiences.
